Let's say that it's dissuasive.
My pets peeves with Bugzilla are:
- picking the right component to classify the bug with is downright
frustrating (and I'm an insider supposed to know what they mean)
- editing text in browser edit controls stinks
- no email reply capability to just add a comment to an existing bug report
- bugzilla being used as a medium for discussions instead of just
for recording facts about a bug
