    I have been playing around with this and I think I know the root cause of 
the hang in wait-for-atleast-N-buckets!.  First I updated the python spout code 
to not sleep.  This was causing a race with the simulated time preventing the 
metrics from being collected.  The second issue is that 
wait-for-atleast-N-buckets! does not advance simulated time.  When I updated it 
to advance by one second instead of Thread/sleep, it worked.
    
    I attached a patch to the original JIRA.

    I ran the tests 10 times in a row with no errors.
