Surely the redundant word is "local". Linguistic communities are non-local. It matters that it's your linguistic community, yes. But Sophie Gautier runs a French community full of Canadians from somewhere in West Africa.

"Linguistic" is a term I've felt uncomfortable with from the beginning, and "local" is definitely redundant, as Andrew pointed out.
