Frames are a no-go. 

And even when not technically using frames (but <div>s) I don't like
scrollbars inside the page. 

Please revert.

<sigh>: It is no problem merging this to the framework. See
http://hu.openoffice.org -> It hides the framework using CSS
The same could be done for the frontpage.

This hiding could be done by the global stylesheet. The replacement can
be inserted using the "servlets" (PreServlet.vm).

No real technical restrictions. The only question is: will the projects
be happy with it (but this should not hinder us from redisigning)
