Well, it's not a frame, though... it's a scrolling div (auto) (this 'solves' the problem for low res displays... but i might try solving it differently... but at least the content is not hidden anymore behind other texts.) Another option I like better is to have min-width on the div, which will prevent the box to become smaller than 'allowed' by design. This will cause however a horizontal scrollbar for the whole page.
Globally about all the discussion:

and yet, this isn't mentioned at all! :/
I tried to with mentioning: 'through collaborative efforts'... but I know this needs attention. Again I'm not a text writer, so others might have better formulations. However I'd like to not emphasize on 'opensource', but on something that's been given out for free, made by volunteers... who build it, and everyone can help making this browser even better.

I believe the subpages (the pages that will show up after a internal link) could well show right or left nav-bars. I don't oppose to that, I'll make a mockup for such page today. A homepage, the first page the average user will see, however should have a really friendly look. Furthermore it should really stand out of all other pages as 'the homepage'. When every page looks as dull as the other there will be no /experience/ of a real homepage.
* how easily can other pages be merged into this framework? Not a quick answer without trail and error
Christian already made some notes about this one. I'm not certain, as I am not familiar with Sourcecast at all, but I believe we could solve a lot by giving clear information to the different website maintainers of all projects of how to adapt their homepage to a new style. I think this has to be done for whatever new design we come up with.
and ps. your "About" link goes to the login page not the "About" page
