Content negotiation... I found this, which is old, but describes the process generally for multilingual sites:

As I noted, apache / php is not something available to us...

plus some reference links down the bottom. It deals with Apache, but all modern webservers should handle content negotiation for languages at least.
Though sourcecast does support some scripting (it is e.g. used for displaying either search or login at pages), no-one seems to be able to deliver us a good guide to what functions it supports (i've been requesting it a couple of times). That's why we HAVE to rely on Javascript... which can do a little bit of content negotiation... Do you use your browser in Vietnamese? If so, would you be able to check whether the script I made works for you at http://download.openoffice.org/2.1.0/index.html ?
