I'm very much in favour of content negotiation, but as a second choice, I have no problem with translating the string you mention, as long as it follows the recommended procedure of requesting the translation on the l10n list.
My concern with separate translations is that this request procedure is not generally followed, resulting in material not translated, and translators not knowing it is available for, or needs translation.
