My browser (Omniweb 5.5 on Mac OSX) is not translated into Vietnamese, but I have set my global browser prefs to show me pages in Vietnamese if available.

This works for Google.

Omniweb has site-specific prefs, so I can choose my preferred language per site, if necessary.

What is sourcecast's capabilty in content negotiation?
