I would prefer a design where more common options are more visible than less
common options. The proposal above would make it harder for people who
infrequently use the tool (which is most people) to find the action they want
to perform; likely resulting in more user errors. Additionally, people will be
less likely to find the options at the top which allow multiple people to be
added, removed, or modified with a single operation.
