Daniel, it isn't the *single* part that is a concern, it is the *per row* part.
Earlier versions of this tool had obvious ways of operating on a single row at
a time and less obvious ways of operating on multiple rows at the same time.
This produced numerous complaints. Adding a means to operate on multiple rows
at the same time didn't help as p

Making the operations on single rows less obvious solved that problem.
The current state is that fewer people complain about not being able to find
infrequent operations than those that complained about not being able to do
bulk operations. That's merely an improvement, not a statement that we are
done yet.
I suspect that the correct solution is not to add more buttons, but to make the
modify dialog smarter. If all of the people selected (which might just be one)
are PMC members, add a button to the pop-up dialog which only removes them from
the PMC. I will say that that is straightforward. And I suspect that it will
address your specific concern.
There are, however, may other cases that are significantly much less frequent.
Like people being in LDAP but not in committee-info.txt or vice versa.
