It might be difficult to find a time that will always work for everyone so aiming for two syncs per month sounds like a good idea. People who miss one could possibly join the other. Picking different days/times for each sync may increase the likelihood of wider participation.
I am generally more available between 9:00 - 17:00 CET so for me it will be easier to join during this interval. Outside of that, Mondays are still more open than the rest of the week.
