"No plans at this time" does not mean or imply that "there will never be 
plans made at some time in the future"

There weren't plans then, there are plans now.  

...Plans that won't come into effect for approximately 1.5 years.

We should all be so lucky to have upstreams that are willing to commit 
to something that far in the future.
