Informally, this is what happened so far. When someone feels that it's 
time to propose a new committer, he first consults in private with some 
of the most active committers to get their feedback. If everybody feels 
the same way, then the vote is started on the devs list.

I agree that the final vote should be public, so the only thing that 
could happen on the private mailing list is to gather this "is it time 
or not" general feeling. The advantage of the committers mailing list is 
that it can be seen by more than the 2-3 developers usually contacted 
via Skype, and, given that more and more committers are not from XWiki 
SAS, and we don't stay in touch on Skype, it does make sense to have a 
common place for this discussion.
