Informally, this is what happened so far. When someone feels that it's time to propose a new committer, he first consults in private with some of the most active committers to get their feedback. If everybody feels the same way, then the vote is started on the devs list. I agree that the final vote should be public, so the only thing that could happen on the private mailing list is to gather this "is it time or not" general feeling.
