Your process description is right, but as to why we send the email to the
registrant before the order is processed...all New Domain .ca registrants
get that email by default; we wanted to give people the oppurtunity to
attach names to their existing CIRA profiles, and becuase of the race to
keep up with CIRA's announcments of new and changed processes, we had to
tack it on after the order had been submitted.

This is all changing, but again, not until Pre-registrations are gone.
