Excuse me if this has already been discussed.

Perhaps there's another way to handle this problem. ICANN and OpenSRS and 
others impose a 60 day period before Registrar transfers are permitted. 
I've heard that one of the reasons for this is to protect the Registrar 
from non-payment.

I also see the ability to create a sub-user under the profile manager. 
What if OpenSRS helps RSP's by implementing the ability to register new 
domains and automatically place the domain under the Top Level control of 
the RSP and the new buyer as a sub-user. After the chargeback period has 
expired, the domain could be automatically transfered to the complete 
control of the buyer.

This would protect RSP's by giving them the ability independently place 
domains on hold for non-payment while permitting the buyer to still have 
operational control during the "waiting period".

This would also serve to reduce fraud because the mechanism to place 
domains on hold would be in place and these scammers would have to prey 
on Non-OpenSRS registrars.
