LOSING registrar should not do anything, not even sent out the notice OpenSRS sends out. But at least OpenSRS allows the transfer if they do not receive a response back. ALL registrars should have Domain Lock, as part of the standard registration price. That would prevent the domain from being transferred away. Note, I said as part of the standard registration price, not available at additional cost.
