Kai,

I'm not sure what you mean by confirmation inquiry.  The transfer approval
request goes to the current admin contact (not the person listed in the
transfer order), as does verisign's confirmation/approval

Once the order is completed, we send it to the email listed in the order
since we assume that's where people are expecting email
