However, the confirmation goes to the payee - which is [EMAIL PROTECTED]

The approval goes to who we think is the current admin contact (which may
or not be the payee) which is [EMAIL PROTECTED]

We must send confirmation to the payee, we only need to get approval from
the current admin contact.

If they enter a different address in the order than is listed in the
whois, then you'd expect your customer to expect email to go there...
