I think it makes sense.  That's how we use the message
Our verbiage essentially notifies the customer that a second 
mail will be sent to the administrative contact of record, 
and asks that they ensure that whoever that is is aware of 
it and acts on it immediately.  

Our assumption, of course, is that the person who placed
the transfer order is either the administrator or is in 
close contact with him/her.
