Hi Mike, I'm sure why you'd not think compliance can be of help in this kind of case. Registrars have contacts between themselves that you and I and our customers don't. In a case like this, while NSI is abiding by their policy, they're clearly not in compliance with the ICANN guidelines for transfers. A call to the right place can push a domain through.
If you haven't tried the compliance route, I'd give it a shot. If it works, it will save your client from a fair bit of paperwork. Doug.
