I'm 99% sure that the $85 pricing for RGP recoveries was never public, until AFTER Verisign implemented it. The pricing was privately negotiated between ICANN and VGRS after the general principles were approved. ICANN never negotiates strongly with Verisign. Verisign basically gets whatever it dreams about.
