"concurrent planned outage" affecting "OpenSRS" means all of OpenSRS will be down (all functions relating to domain registrations for all TLDs). At least that is what it has meant in the past and from the results of the maintenance today, I'm not sure why they don't specifically spell it all out (i.e. Tucows concurrent maintenance affects all TLDs). Perhaps the person writing the notice doesn't know.
