In the interest of accuracy, I should point out that this is "a" ruling - one of a series of procedural decisions that are clearing the way for the actual case to be heard - not the final decision.
It's also interesting to note that some disability rights laws are more wide-reaching than Section 508, applying for example, to all public sector organisations in the UK. The EU is focusing on access to the web for all as a right. It will be a great step forward, however, if this suit establishes that the ADA applies to the Web. Many of the earlier suits (like the ones in NYC) have been brought on grounds of the web site being used as a place of public accommodation, or situations such as the "best price" being offered only on the web. Accessibility, of course, goes well beyond screen readers. But the most important first step is to ensure that the product does not contain absolute barriers to use. One way to look at it is as an extension of the design, requirements and usability to a broad range of human abilities, and designing to be flexible enough to allow people to interact with technology in ways that meet their needs.
