Absolutely... dynamic and frankly relative to so many criteria. You can dice social behavior a zillion ways. Not to get to heady, but personally, I like how philosopher's describe it as 'spheres' of ethics. One sphere being you own, another for family, yet another for those you associate with, one for those you tolerate (community)... and so forth. I think you are also right on in your earlier assessment of this as a moving target...
