For a useful (and amusing) way to explore this subject further, you should check out Chris Nodder's Evil By Design site: http://design4evil.com which invites people to contribute examples of "evil design" and match them up with one of the 7 deadly sins (greed, pride, sloth, etc.).
As you point out, designers have power within the realm of "choice architecture" to affect certain behaviors.
