Perhaps its not a issue of logic or smarts, but that in practical experience (at least for me) the fourth group is in a much smaller proportion of those possibilities? In fact I've interviewed a lot of people who are p1q0, but seem to think p1 means p1q1? And these bad apples have given certifications in general a bad name, along with certs which are trivial to earn. I'm not sure I've met a p1q1 who would mention their certification in more than passing.
