I wouldn't say it certifies somebody to be a "Linux Engineer" (whatever that's supposed to mean!) but if I saw a resume with RHCE on it I probably wouldn't toss it out right away since it would give me a rough idea of the minimum level of understanding the applicant has, that said, not having an RHCE (or even failing the RHCE exam -- two admins I have a great deal of respect for blew their test systems up and ran out of time to complete the exam the day I did mine) wouldn't indicate to me that a candidate was necessarily less qualified.
