I've done a few certifications over the years and although I would say
that most of them have been on the fluffy end of things, I tend to agree
with you that RHCE was an example of a relatively well put together exam. 
The scenarios were a bit contrived but they forced the student to actually
do a bit of thinking and the format definitely required a working knowledge
of unix/linux prior to the beginning of the course.

I wouldn't say it certifies somebody to be a "Linux Engineer" (whatever
that's supposed to mean!) but if I saw a resume with RHCE on it I probably
wouldn't toss it out right away since it would give me a rough idea of the
minimum level of understanding the applicant has, that said, not having an
RHCE (or even failing the RHCE exam -- two admins I have a great deal of
respect for blew their test systems up and ran out of time to complete the
exam the day I did mine) wouldn't indicate to me that a candidate was
necessarily less qualified.  Maybe this invalidates my own theory, but I
don't think certs are entirely without value, you just need to have enough
understanding and probably have to have performed the examination yourself
to evaluate them.
