At a few places where I work, this is precisely what we do.  Every password
is randomly generated unique text.  Just use svn or git or something to
securely sync everyone's local copies.  It works well.

Know what works even better?  If you happen to all be using linux, use
cryptkeeper and encfs and dropbox.  Encfs encrypts individual files, not a
container and a whole filesystem.  That means it actually works very well in
dropbox.  Unfortunately you can't use something like truecrypt or dmg to
encrypt a container in dropbox and share it with other people.
