One of the best things that LOPSA could do to help folks doing this sort of
thing is to provide a forum for finding other admins who can help as well.
It's very easy to get involved and help set something up, however keeping it
running, fixing it when it breaks, etc are harder (especially if you do
something strange like actually take vacation )
This is also a great chance for new sysadmins to get involved (especially with
mentoring help). It's a really good thing to learn how to do things on very
little budget as it forces you to figure out what you really need as opposed to
just buying your way out of things
