From the folks I taked to it basically came down to resources available on the device. Seemed like CPU and memory are pretty well maxed out just getting things to work. For OSX it took the fourth rendition before VO was introduced. Maybe they can do it in three on the iPhone. Of course there's also working out a UI navigation that works with a non-tactile device and is generalized enough to be able to do everything.
