Here is the screen shot of the File->Open dialog:

The next step is to choose Open.  Is that what you mean, John?
When I do choose Open, on my machine (OS X 1.3.8) running OOo 1.1.2, the 
file marc21.txt gets opened in Writer not Calc.  The opposite happens with 
the file marc21.csv, it gets opened in Calc, no matter what.  The contents 
of the file are identical.
