Ok, I'll try to solve this the following way:
- charter will define "categories of representatives" (what is currently
the 5 Project Leads, 2 Native Lang, 1 Sun, 1 CCR)
- each category is elected by a corresponding "Constituency" (which is
the set of people who elect the representatives)
- the Constituencie will be defined in the bylaws
as long as nobody provides a better mechanism, I'll propose the project
leads (and category leads) as Constituency for development and native lang.
