Well - I had to look, who actually is WP lead and started grinning. From my own experience (with exactly the same lead), it is easy do replace such inactive leads. Write a public mail, that lead is inactive and that this is hurting the project. Write what needs to be done within the project and offer to do (most of) this. Ask for a vote to remove current lead and (if you like) to become lead. Worked for me very well (the only problem is, that I did not have the time to take the lead role for more than a year). After all, you still could report this to the council. I know, this is a lot of adminsitration - but should really help to have those people become leads, who really *work* for the project.
As said - I know some of such examples. But I'd rather get them resolved instead of having inactive project leads who cause inactive projects.
