OK, wanted to sit this down, because writing is a work too, but since
the popular demand is soooooo big, here will come the story.

Ok, let us see the case of of the incubator WP project:
Once upon a time there was a guy that had different titles in different
projects inside OOo. This guy created an incubator project to write a
WordPerfect filter for OpenOffice.org. It started by a command line perl
script that was (I never tried it) converting WP files to sxw file-format.
In the same time, William Lachance wrote a first version of writerfilter
(yes, that was the name by then) that became eventually writerperfect.
And was distributed in its version 0.2.x as add-in import filter for
OpenOffice.org. The core developers of this filters were William
Lachance and Marc (uwog) Maurer of Abiword fame and last and indeed
least, your servant. This filter was eventually integrated into
SRC680_m61 by Michael Meeks of multiple fames. A substantial update and
upgrade to libwpd-0.8.0 was done at the level of SRC680_m81/2 by Rene
Engelhard and your servant. Since a late 2004, I remained the only
maintainer of the filter inside OpenOffice.org as well as of libwpd
library that is the base of this filter. I was fighting the wind-mills
of QA and CWS process until early 2007 while upgrading the libwpd to the
newest versions.
In spite of the fact that the libwpd team did basically all the work on
the filter, I had to wait for the approval as developer of the project
for about a year, to be able to update the web-page. The "project lead"
appeared on the [EMAIL PROTECTED] list with some generic e-mail
asking how things were going some 3 years ago and the e-mail exchange
resulted in some query to the list with an idea that I would be the
co-lead of the project. This provoked some +1 votes (of those that
bothered to write) and no -1 or +/-0 votes.
My designation to project co-lead (at least as member of the project
leads list) came in 2007, when we raised with Eric Bachard some concerns
about the democratic character of some Google SoC decisions that were
done on the project leads list only. This happened basically by me
subscribing the list and Louis confirming the "fait accompli" after
Stefan stated that I was a kind of co-lead.
So, to cut this short (all that know me know also that short is not my
second name), the WP incubator project has kind of phantom lead and very
unofficial co-lead.
