I couldn't agree with that statement wholeheartedly! Provide authentication through a RADIUS server (which could be handled by those AP that are running Monowall/pfsense), and be able to hold users accountable through proper user management. There is always a question of exposure to liability to SCFN (acting at the role of provider), by the actions of a user of the system. Through proper user management that could reduce the potential exposure... Of course that is just my thoughts on the matter.
