Dale, I actually dug around a bit when I saw your original post.  I perused
the bug base and saw many issues about mouse focus involving IE, you are not
alone there. Many of these are not faulting FlashPlayer, rather the browser
in how it returns focus back to the player.  Not being 100% sure of exactly
the behaviour you are seeing, I didn't find a exact bug to pass on.  I'd
check it out here https://bugs.adobe.com/flex/

For the large part, FP is x-platform, but with so many combinations and
permutations of variables, stuff sneaks in, eh?  Sorry couldn't help more.
