After reading both proposals I found them both lacking.
I tend to agree with the claim that regulating where the discussions 
are made is pointless. 
I for one do not normally use IRC, I do not find it comfortable
I much prefer E-mail or Web-base forum, it is my experience that
less nonsense is said this way more complete and coherent messages
are written and the lack of speed/immediacy seems unimportant.

voting should definitely be done on a long (24 hours is reasonable) time
period not in minutes. 
It would be silly to use an e-voting system which doesn't make it easy
to vote and making sure everybody is free in the exact minute is very
difficult.

section 20 in Alon's proposal regarding disputes seems impractical
because in order to allow such a dispute you would need to hold a vote
regarding the validity of the vote which is silly.

All in all I think Shachar's proposal makes a much better base
for an E-voting system, however:

a. Snail mail notification seems redundant.
b. I would like more specifics, mainly I would like to ensure I have a chance
to review all the details and source code of a voting system before it becomes
valid.
what does accepting the proposal now mean? any system the vaad accepts
which works according to the proposal is valid?
Or will ther be yet another stage of accepting a specific existing system?

c. I think allowing Condorcet voting would be a good idea, so
we can support many similar contradictory proposals.(Debian fashion),
this is not to say all votes should be held in this manner.
