The logic of this argument makes sense to me. It also avoids the need
for ticket reporters to understand the subtle difference between
multiple different bug types as Django interprets them.

The complication is Trac: adding a new ticket type is easy, adding a
completely independent boolean flag isn't as easy (at least, it isn't
something that can be done through the admin interface). One
possibility: have two 'bug' options -- "Bug" and "Release-blocking
bug". Easy to filter on, relatively easy to understand, and easy to
correct if it gets mistriaged.
