pypolicyd-spf can be called 2 times so it still add Received-SPF and AR
header seperately
does milters need it ?, or is opendmarc use its own braindead api for
needing untrusted fake headers ?

when will open(SPF|DKIM|DMARC) be a single API, with 3 seperate milter
be made possible ?
