It depends what agreements they might have with the users but in general
I agree, users can only do what their system managers permit.

Huh? NSFNET shut down decades ago. I would be surprised if its
agreements with the systems it served, all of which had some
contractual relationship with the NSF, had any relevance beyond
a tiny handful of government funded academic networks.
