Oh, sorry, I didn't write that paragraph very carefully. What I meant is
the place to host and administrate should be one of those sourceforge
clones (berlios, launchpad, google code... what have you, just a bit more modern than sourceforge itself) to ensure that we have a sensible tool-set from the get-going and a place where it is relatively easy to make the transition from one maintainer to the other.

Codewise it would make make most sense to start from the existing perl-CGIs for me too. Or probably one of those PHP-variants that are floating around and I never found time to look at.
