Have you checked to ensure that relay K2 (left rear corner with chassis upside down and facing you) is energizing when you switch to X-CW?

Also, the SIDEBAND switch must be in the -X position.

I stayed up last night and did the resistance checks.

Found one tube (V17 - 6AQ5) which when checking it you could
warble the tube and the measurements would change drastically.

So I had another and changed it and now it is much more stable.

Thought I had found the problem and tried again to no avail.
So I took it apart again and cleaned the relay contacts. It
seems to be rx'ing better, but still wont transmit anything.

I am planning on doing voltage measurements today sometime,
unless anyone has another idea.

It is such a laborious task I am open to another suggestion Hi Hi
