Me? You ask the wrong person. The release manager is Ion-Mihai and he is saying 
when to release. I wanted to release more often after 3.9.0. Something like 
ever 3 to 4 weeks. I know, I know. It is a very short time but since 3.9.x is 
the first official release since the community has taken over I had the 
impression that for the whole 3.9.x series it would be beneficial to release 
more often. And then stabilize on the 4.0 series and start slowdown the minor 
release schedule (not the development cycle. That should (if possible) continue 
to fix as many bugs as possible, regardless of the minor release schedule).
