Mark,
Out of curiousity, which Apple Disk Utility are you using? It wasn't until
recently (MacOS 8.1 and higher, if I remember right) that the Apple Disk
Utility would format most non-Apple-ROM'ed drives. If you're trying to
format the disk with an older version, it should show up as "Not Supported."
I take it you've been messing with jumper settings- just make sure that the
jumpers are set to "master" and "master only" if such a setting is present.
So, if you check your jumpers, pop the duo into the dock, boot up, then run
the Apple Disk Utility, and it says something like "Drive present, but not
supported," then you know that the hardware is setup correctly. The only
problem is software.
Check out Drive Setup 1.7.3 from Apple:

FWB has been suggested, I haven't used them in a few years, but their
drivers were pretty decent. Also, check out www.intechusa.com for their
drivers, and

Let us know how it goes,
-Nathan
