To reset the Power Manager you need to remove the new battery and unplug the
AC adapter. Then find the small Power button on the back, push and hold it
down for 3-5 seconds (actually I hold it down for several second more just
for good measure but Apple says 3-5).

After that you put the battery back in first, then plug in the adapter and
boot the machine. Once it boots, unplug it and see if that helped. Repeat
the process a few more times if it doesn't. And if it still doesn't I
suppose the battery is toast.

You might also check the 4 little metal tongs that make contact with the
battery inside the PowerBooks battery compartment. I had a Duo that wouldn't
recognize the battery because they were out of alignment. I reached down
inside the battery compartment with a plastic knife and gently bent them up.
Be careful not to over bend them. I also cleaned the terminals with a pencil
eraser first. After that the battery was recognized. Make sure you unplug
the AC adapter of course.

As far as voltage is concerned, it sounds correct. But I don't think the
voltage will drop as a battery is discharged. I believe it's the amperage
that you need to check. That is the reading that will decrease as the
battery is used. At least that's what I have been told.
