OK. This is the info I got from the original dutch newsgroup poster 
([EMAIL PROTECTED]) :
(I've taken the liberty of translating it in English :-) )

"A couple of weeks ago I asked the question, because I couldn't connect in 
France with a Performa 5200 with Global Village Internet 33k6 modem, and 
constantly got the message : no dialtone cannot connect.
Thanks to your help the problem is solved now. It was indeed the French 
modemcable, with at one end the RJ-11 plug and on the other end the typical 
French phone plug.
Eventually, I got to the French electro chain Darty, which you can find in most 
'centre commercial' (malls). They also sell Apple computers en accessories, and 
a number of cables etc.
Advised by a friendly salesman in Auxerre, I tried a :
Proline TL029 cable plug RJ11-6P/4C3M (for FRF 59 = USD 8 to 9)
This appears to be the modular plug that is needed to let everything run 
smoothly.
We now finally have connection to our family in France. As a matter of fact, we 
are using a fine free provider http://www.free.fr. The manual on their site 
(for Apple too) is an example."

I should add that this polarity stuff surprises me. I have installed a phone 
system in my house, and I did not have to worry about the polarity. It doesn't 
matter how I connect the cables. Does this mean that our phone system runs on 
AC ?.
