Probably the phone line polarity is reversed. Many phones in Switzerland are
also set up like this. The solution is to use a phone line reverser, which
is like a standard US plug with male --> female connectors. The alternative,
which I always use when travelling to countries I've not visited before, is
to take an alligator clip phone line. This handily overcomes any problem
with polarity or the adapter. At most, I simply unscrew the hotel phone
(easiest) or the wall outlet (slightly harder only because it's nearer floor
level). You can quickly determine the right line configuration. The
overwhelming majority are not yet digital so won't fry the modem. You can
also carry a digital line tester for added protection.
