The conical thing is generally referred to as a 'strain relief,' and yes, it 
is molded in place onto the wire.
The procedure that worked for me:
Clip the round cable to a length beyond the strain relief so you are sure to 
exclude any damaged wire;
Open the power supply box if you haven't yet (good luck!);
Remove the strain relief and clip or de-solder the wires to remove it from 
the power supply (note which wire goes where!);
Pull the clipped-off bad piece of inner conductor and shield from within the 
strain relief;
I then used a very small screwdriver, about the same diameter as the cable, 
and by twisting and tearing at the inside of the strain relief where the 
wires used to go, removed the remainder of the cable jacket from the inside 
of the strain relief (it should come out in nearly one piece);
I used a razor blade to cut the (new) end of the power cable at a sharp angle;
Pushed it and wiggled the new end of the cable backwards through the strain 
relief until about two inches were on the inside end of the strain relief;
tied a tight knot in the cable as close to the strain relief as possible;
removed enough outer jacket from the end to free up about 1/2" of the shield, 
then removed slightly less of the inner conductor's jacket leaving a bare 
wire about 1/4" long, which I tinned with a soldering iron;
did the same to the exposed shield, after twisting it into as small a bundle 
as I could...then re-solderd the wires to the circuit board and re-assembled 
the box, with strain relief.
Wrapped tape around the whole thing.
It worked, and still does...

Presumably you're in the middle of or have finished the job, but I'll 

be amazed if you managed that. (Are these power supplies built the 

same I wonder?)


If nothing else, if you do manage to pull it through, can't see how you would 
get it back afterwards without stressing the weave again. Very tight in there.


Another thought, is that there is very little (if any) excess of wiring 
within the casing so little healthy slack to pull through (maybe a 
centimeter/quarter inch at most). In the opposite direction, the tightness of 
the fit makes me wonder whether the frayed weave will even go through at all 
- like trying to get a thread through the eye of a needle (without moistening 
together the end).


If there is a difference, the power supply I have, has the protection of the 
cable and the 'conical thing' (anyone have a simpler name for this thing?) 
seemingly moulded as one.


I was loathed to cut 'it' open but found no choice. Looking forward to your 
explorations and results.

This was how I did my first repair, similarly wanting to avoid the soldering. 
Still works fine, after about two years. I must add, both are reinforced by 
turns of electricians tape extending the conical shape of the 'conical thing' 
further up the cable and spreading any bending stress over a greater area of 
the cable.
