Article sounds more like unrealized potential to me!

Inefficiency and bureacracy will always go hand in hand:  If the government
can spend $2000 on a toilet, Big Business figures it can spend $50,000 on a
HTML server!  Now imagine if they decide to hire competent J2EE
architects...  results can be scary!
