I'm using the latest version of Electric which is 8.11. I don't seem to have Help -> Load Built-in libraries-> MIPS cells there anymore (thus I had asked that you post the layout/schematic). It could have been a bug, I'm not sure. I think the developers of Electric will be the best people to clarify how Electric calculates the area/perimeter. I would strongly suggest using the latest version of Electric and see what that gives you. There have been quite a few bugs that have been fixed.
